Dr. Monte R. Bullard, Ph.D., University of California Berkeley, Colonel (retired),
U.S. Army, former U.S. Army Attaché to Beijing (1980-1982) and Hong Kong (1982-1985)
and former Commandant of the Defense Language Institute (1985-1987), now Senior Fellow,
James Martin Center for Nonproliferation Studies. His recent publication is The Soldier and the Citizen: The Role
of the Military in Taiwan's Development (M.E. Sharpe, 1997).
